.KEY MESSAGES...

* Widespread scattered shower activity will continue through
  Monday, with elevated flash flood risk continuing for Clark,
  Lincoln, and Mohave counties through tonight.

* Gusty south winds continue through the day today, gradually
  tapering off through Monday.

* Below-normal temperatures expected, with portions of the
  southwestern Great Basin freezing early in the work week.

.DISCUSSION...Today through Saturday.

Widespread heavy rainfall this morning resulted in flood impacts
across portions of southeastern California, southern Nevada, and
northwestern Arizona with peak rainfall measurements ranging from
2.50 to over 3.00 inches. The center of the remnants of Rachel
will continue to push north-northeastward through the day today,
bringing persistent concerns for flash flooding across Clark
County, Lincoln County, and Mohave County through late tonight.
Meanwhile, Inyo, San Bernardino, Esmeralda, and central Nye
counties have been removed from the Flood Watch. While isolated-
to-scattered showers remain possible in these areas, the
widespread concern for flash flooding has subsided. A longwave
trough will approach the region Monday, with its associated trough
axis swinging through the Desert Southwest Monday night. As a
result, a resurgence of precipitation chances return Monday
evening, though rain rates are expected to be low-to-moderate.
Chances of rain will decrease through the day on Tuesday.

Gusty south winds blew through the region this morning, with
several sites across Mohave and Lincoln counties observing 55-65
mph winds associated with the main circulation of the remnants of
Rachel. Wind gust speeds have decreased through the day today, so
the High Wind Warning has been downgraded to a Wind Advisory
through 5 AM Monday morning. Expect persistent southerly winds
across the forecast area between 30 and 45 mph today. On Monday,
gusts will continue, but will range between 20 and 30 mph.

A cold front associated with the aforementioned upper-level trough
will push through the Desert Southwest Monday night, bringing much
cooler temperatures to the region. A Freeze Watch is in effect for
the northern Owens Valley, Esmeralda County, and central Nye County,
due to the expectation of the first freeze of the season Tuesday
morning. For the remainder of the region, temperatures are expected
to remain above-freezing, but will range 15-20 degrees below-
normal... equating to forecast high temperatures in Las Vegas in the
upper-60s on Tuesday. Temperatures gradually recover through the
work week into next weekend as a heights rise in the Desert
Southwest.

.AVIATION...For Harry Reid...For the 06Z Forecast Package...Non-
impactful showers linger in the valley, mostly to the south of the
terminal. Breezy south winds linger into the late night before gusts
cut off and prevailing winds reduce. Additional shower activity
arrives in the early to mid morning, but does not look impactful.
Winds turn south-southwest into Monday afternoon and become gusty
with peak gusts around 25 kts. Shower activity exits into the early
night with winds becoming southwest and light.

For the rest of southern Nevada, northwest Arizona and southeast
California...For the 06Z Forecast Package...Shower activity is
reducing and winds are starting to decrease. Winds across the region
become light in the late night. Light winds last through much of the
morning but breezy to gusty  south to southwest winds build in the
late morning and into the afternoon with spotty shower activity.
Showers exit into Monday evening with winds at most sites losing
their gusts and becoming light. KDAG, KBIH, and KIFP see some
reductions in wind, but remain breezy beyond the end of the TAF
period.
