The areas affected include... Caribbean Waters of Puerto Rico from 10 NM to 17N, including the Coastal Waters of Saint Croix... Coastal Waters of Southern Puerto Rico out 10 NM... At 337 PM AST, Doppler radar indicated a strong thunderstorm, capable of producing winds to around 30 knots. This thunderstorm was located over the local waters about 25 miles south of Guayama, moving northwest at 20 knots. PRECAUTIONARY/PREPAREDNESS ACTIONS... Mariners can expect gusty winds to around 30 knots, locally higher waves, lightning strikes, and heavy downpours.
