...FLOOD WARNING IN EFFECT UNTIL 315 AM AST FRIDAY...

* WHAT...Flooding caused by excessive rainfall is expected.

* WHERE...A portion of Puerto Rico, including the following
  counties, Humacao and Naguabo.

* WHEN...Until 315 AM AST.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
  and flood-prone locations is imminent or occurring. Streams
  continue to rise due to excess runoff from earlier rainfall.
  Low-water crossings are inundated with water and may not be
  passable.

* ADDITIONAL DETAILS...
  - At 920 PM AST, Doppler radar and USGS river gauges indicated
    heavy rain, particularly upstream and along Rio Blanco, due
    to thunderstorms. Latest river gauge reading at Rio Blanco
    indicated water levels rising rapidly and closely reaching 9
    ft, which is moderate flood stage. Flooding is ongoing or
    expected to begin shortly in the warned area. At moderate
    flood stage, PR-31 and PR-191 may be impassable.
    Additionally, PR-31 intersecting with PR-3 (Highway 53) may
    also be impassable. Between 4 and 6 inches of rain have
    fallen.

    Rio Anton Ruiz, Rio Blanco and Rio Santiago.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Please report observed flooding to local emergency services or law
enforcement and request they pass this information to the National
Weather Service when you can do so safely.
