* WHERE...In North Carolina, Alleghany NC County. In Virginia,
  Bland, Carroll, Floyd, Smyth, Tazewell, and Wythe Counties. In
  West Virginia, Mercer, Summers, and Western Greenbrier Counties.

* WHEN...From midnight tonight to noon EST Thursday.

* IMPACTS...The cold wind chills as low as 10 below zero could
  result in hypothermia if precautions are not taken.
