WEDNESDAY MORNING...

* WHAT...For the Extreme Cold Warning, dangerously cold wind chills
  as low as 20 below expected. For the Extreme Cold Watch,
  dangerously cold wind chills as low as 20 below possible.

* WHERE...Portions of northwest North Carolina, southwest Virginia,
  and southeast West Virginia.

* WHEN...For the Extreme Cold Warning, from 4 AM to noon EST Monday.
  For the Extreme Cold Watch, from Tuesday evening through Wednesday
  morning.

* IMPACTS...The cold wind chills as low as 20 below zero could
  result in hypothermia or frostbite if precautions are not taken.
  Frostbite and hypothermia will occur if unprotected skin is
  exposed to these temperatures. An extended period of freezing
  temperatures could cause ruptured water pipes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside.

* IMPACTS...The dangerously cold wind chills as low as 25 below zero
  could cause frostbite on exposed skin in as little as 30 minutes.
  Frostbite and hypothermia will occur if unprotected skin is
  exposed to these temperatures. An extended period of freezing
  temperatures could cause ruptured water pipes.
