AFTERNOON...

* WHAT...Blowing snow reducing visibility to one half of a mile.
  There could be periods when the visibility will be as low as
  one quarter of a mile. Easterly winds gusting as high as 30 mph.

* WHERE...Point Lay

* WHEN...Until 3 PM AKST this afternoon.

* IMPACTS...The dangerously cold wind chills as low as 60 below
  zero could cause frostbite on exposed skin in as little as 5
  minutes.
