SITUATION OVERVIEW
------------------

At 700 AM CDT (1200 UTC), the center of Tropical Depression
Francine was located near latitude 31.9 North, longitude 90.1 West,
about 30 miles south of Jackson, Mississippi. Francine is moving
toward the north-northeast near 12 mph. Francine will continue to
weaken as it lifts north into the Mid South.

Coastal flooding will continue along coastal Alabama, Mobile Bay,
and coastal areas of the western Florida Panhandle. Water will peak
this morning between 1 and 3 feet above normally dry ground for the
Alabama coast and Mobile Bay, and 1 to 2 feet along the coastline of
the western Florida Panhandle. Water levels will gradually fall later
this morning through this afternoon.

Gusty winds will also continue across much of the area through early
this afternoon with sustained winds between 15 and 25 mph, with
occasional gusts up to 40 mph. These strength winds will be capable
of downing large tree branches and any weakened trees and could result
in isolated power outages.

The tornado threat continues across inland south central Alabama and
portions of the western Florida Panhandle through this morning. This
threat should end from west to east through early afternoon.

POTENTIAL IMPACTS
-----------------

* COASTAL HAZARDS:
Coastal flooding is ongoing with water levels 2 to 3 feet above normally dry
ground across sections of Mobile Bay, and a Coastal Flood Advisory is now in
effect. At around 3 feet inundation, much of the US 90/98 Causeway (both lanes),
from just west of Battleship Park through the I-10 Interchange area, all the
way east to near Mayer Park is flooded and closed to traffic with several feet
of water on the lanes in some locations. Some shoreline areas and shoreline
streets to the east of Water Street begin to flood. Portions of Conception
Street near Three Mile Creek and parts of Telegraph Road near the Industrial
Canal can flood. Flooding along Dauphin Island Parkway on the north side of
the Dog River Bridge becomes more extensive with the roadway often becoming
impassable. Fort Morgan Road between mile markers 4 and 6 become flooded.

* WIND:
Little impacts are anticipated at this time across portions of southwest
Alabama...northwest Florida...south central Alabama...and inland southeast
Mississippi.

* EVACUATIONS:
Follow the advice of local officials.

* OTHER PREPAREDNESS INFORMATION:
Remain safely sheltered until conditions improve. When going outside
be sure to stay away from downed power lines, hazardous debris and
flooded areas.

Be alert for potential flooding from rising rivers and streams which
may have yet to crest. Remain informed of the latest river forecasts
and heed any flood watches and warnings.

Be alert for flooded roads which could be compromised or littered
with debris. Avoid travel until water levels subside and roads have
been cleared. Do not drive through places where flood waters cover
the road. Turn around, don`t drown!

Have multiple ways to receive Tornado Warnings if issued. Consider
nearby shelter options as you move about. Be ready to shelter quickly.
