The National Weather Service in Newport has issued a

* Special Marine Warning for...
  S of Cape Hatteras NC to Ocracoke Inlet NC out to 20 nm...
  S of Oregon Inlet NC to Cape Hatteras NC out to 20 nm...
  Waters from Cape Hatteras to Ocracoke Inlet NC from 20 to 40 nm...
  Waters from Oregon Inlet to Cape Hatteras NC from 20 to 40 nm...

* Until 730 PM EST.

* At 647 PM EST, a severe thunderstorm capable of producing
  waterspouts was located 12 nm southwest of Monitor Marine
  Sanctuary, moving northeast at 50 knots.

  HAZARD...Waterspouts and wind gusts in excess of 65 knots.

  SOURCE...Radar.

  IMPACT...Waterspouts can easily overturn boats and create locally
           hazardous seas. Boats could suffer significant structural
           damage in high winds. Small craft could capsize in
           suddenly higher waves.

* Locations impacted include...
  Diamond Shoals and Monitor Marine Sanctuary.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Tornado Watch remains in effect until 800 PM EST for the adjacent
coastal waters.

Thunderstorms can produce sudden waterspouts. Waterspouts can easily
overturn boats and create locally hazardous seas. Seek safe harbor
immediately.
