Total snow accumulations between 3 and 7 inches expected, with locally up to 9 inches possible especially on the western-facing slopes above 2500 feet. Winds gusting as high as 60 mph. Visibility one quarter mile or less. * WHERE...In Maryland, Garrett County. In West Virginia, Western Grant and Western Pendleton Counties. * WHEN...Until 3 PM EST Thursday. * IMPACTS...Whiteout conditions are expected and will make travel treacherous and potentially life-threatening.
