...EXTREME COLD WARNING IN EFFECT FROM 4 AM MONDAY TO 1 PM EST
TUESDAY...

* WHAT...An extended period of temperatures up to 30 degrees below
  normal. Dangerously cold wind chills as low as 25 degrees below
  zero.

* WHERE...In Virginia, Central Virginia Blue Ridge and Northern
  Virginia Blue Ridge, and Eastern Highland County. In West
  Virginia, Eastern Pendleton County.

* WHEN...From 4 AM Monday to 1 PM EST Tuesday.

* IMPACTS...The dangerously cold wind chills could cause frostbite
  on exposed skin in as little as 30 minutes. An extended period of
  well below freezing temperatures could cause pipes to rupture.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside.

To prevent water pipes from freezing, wrap or drain or allow them to
drip slowly.

* IMPACTS...The dangerously cold wind chills could cause frostbite
