issued a Flood Warning for the following rivers in Virginia...

  South Fork Shenandoah River near Luray affecting Page County.

For the South Fork Shenandoah River...including Lynnwood, Luray,
Front Royal...Moderate flooding is forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

...FLOOD WARNING IN EFFECT FROM LATE TONIGHT TO LATE WEDNESDAY
MORNING...

* WHAT...Minor flooding is forecast.

* WHERE...South Fork Shenandoah River near Luray.

* WHEN...From late tonight to late Wednesday morning.

* IMPACTS...At 16.0 feet, Portions of Kaufmann Mill Road, Ganders
  Drive, and Egypt Bend Road begin to flood.

* ADDITIONAL DETAILS...
  - At 3:45 AM EDT Monday the stage was 9.0 feet, or 5.0 feet
    below flood stage.
  - Forecast...The river is expected to rise above flood stage
    just after midnight tonight to a crest of 15.2 feet early
    tomorrow afternoon. It will then fall below flood stage early
    Wednesday morning.
  - Flood stage is 14.0 feet.
  - Flood History...This crest compares to a previous crest of
    15.2 feet on 12/08/1950.
