Light southwest winds this morning will turn to the south between
11 AM and Noon.  The wind will then turn to the southeast
during the evening. Mixing heights will be very low this morning,
and may not break 1000 feet until 10-11AM.  Low wind speeds in the
mixed layer will produce only poor to fair ventilation rates even
though max mixing heights are expected to be 4500-5000ft.
