The National Marine Fisheries Service its determination that
catastrophic conditions exist as a result of Hurricane Helene for
the Florida counties of Jefferson, Taylor, Dixie, Levy, Citrus,
Hernando, Pasco, and Pinellas, and for the Georgia counties of
Chatham, Bryan, Liberty, McIntosh, Glynn, and Camden. Therefore,
within the affected areas, NMFS authorizes any Federal dealer or
Federal for hire electronic reporting program participant who does
not have access to electronic reporting to delay reporting and any
IFQ dealer in the affected area to use paper-based forms, if
necessary. This authorization will remain in effect through November
