Despite the somewhat gusty southwesterly winds, temperatures are
rising across the region this morning and widespread wind chill
values of 15 to 20 degrees below zero are no longer expected.
Conditions will continue to improve through the afternoon hours as
temperature eventually climb to near freezing.
