The National Weather Service in El Paso has issued a

* Dust Storm Warning for...
  Northeastern El Paso County in western Texas...

* Until 745 PM MDT.

* At 641 PM MDT, strong outflow winds from thunderstorms had
  creasted an area of blowing dust over East El Paso. This dust was
  tracking to the north and west across the lower valley, towards
  central El Paso.

  HAZARD...Less than a quarter mile visibility with strong winds up
           to 50 mph.

  SOURCE...Trained weather spotters.

  IMPACT...Dangerous life-threatening travel.

* This includes Interstate 10 in Texas between mile markers 25 and
  39.

Locations impacted include...
East El Paso, Northeast El Paso, Central El Paso, Far East El Paso,
Mission Valley, Horizon City, Hueco Tanks, San Elizario, Fort Bliss,
Socorro, Sparks, Homestead Meadows, Butterfield, Hueco Mountain
Estates, Biggs Field, and Fort Bliss Northeast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dust storms lead to dangerous driving conditions with visibility
reduced to near zero. If driving, avoid dust storms if possible. If
caught in one, pull off the road, turn off your lights and keep your
foot off the brake.
