            Trained spotter reported a stalled vehicle
            on Dogwood Avenue near the intersection of
            Peach Street. Fire Department was on scene
            at the time of the report. County EM
            confirmed flooding is due to poor drainage
            in the area. Spotter also relayed additional
            areas of flooding in downtown Ridgeway.
