            Emergency Manager reported elderly gentlemen
            was rescued from his vehicle. In an attempt
            to get back to his vehicle, the gentlemen
            fell into flooded waters and ultimately
            drowned on Stonewall Jackson Blvd in front
            of the Dollar General.
