Winds and seas are expected to begin increasing Friday and continue over the weekend due to Hurricane Rafael nearing Lower Texas Coast waters. This, along with an approaching cold front, may lead to Small Craft Advisory conditions as early as Friday afternoon, continuing through the weekend.
