10 AM EST THURSDAY...

* WHAT...Very cold wind chills as low as 12 below expected.

* WHERE...Lackawanna, Luzerne, Pike, and Southern Wayne Counties.

* WHEN...From 7 PM this evening to 10 AM EST Thursday.

* IMPACTS...The cold wind chills as low as 12 below zero could
  result in hypothermia if precautions are not taken.

* ADDITIONAL DETAILS...Higher elevations of these counties will have
  the best chance to see the coldest temperatures as winds are
  expected to be the strongest across these areas.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
