The lower atmosphere has an inversion so smoke dispersion will be
poor until afternoon. The mixing depth will then improve slowly after
11 am with the max reached between 3 and 4 pm...with about 10 mph
transport wind...yielding a fair smoke dispersion rating this afternoon.
