...A STRONG THUNDERSTORM OVER THE CARIBBEAN OFFSHORE WATERS...

The areas affected include...
  Anegada Passage east of Virgin Gorda and Saint Croix south to
  17N...
  Caribbean Waters of Puerto Rico from 10 NM to 17N, including the
  Coastal Waters of Saint Croix...

At 219 AM AST, Doppler radar indicated strong thunderstorms, capable
of producing winds to around 30 knots. These thunderstorms were
moving across the Caribbean Offshore waters between 20 and 30 miles
south to southwest of St Croix, moving west at 25 knots.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners can expect gusty winds to around 30 knots, locally higher
waves, and lightning strikes. Boaters should seek safe harbor
immediately until this storm passes.
