            3.22 inches of rain fell at the Grand Forks
            Air Force Base between 5 pm and 7 pm. Result
            was flooded roads. By order of the Grand
            Forks AFB, non-essential vehicle traffic was
            prohibited due to flooding at the time of
            the report.
