  Upper New York Harbor, moving east at 40 knots.

  HAZARD...Wind gusts 34 knots or greater and small hail.

  SOURCE...Radar indicated.

  IMPACT...Small craft could be damaged in briefly higher winds and
           suddenly higher waves.
