The National Weather Service in Medford has issued a Red Flag Warning, which is in effect from 2 PM this afternoon to 11 PM PDT this evening. * AFFECTED AREA...Douglas county east of I-5. Also, northern and eastern portions of Modoc County. * THUNDERSTORMS...Isolated to scattered thunderstorms (10 to 30 percent chance) . * OUTFLOW WINDS...Gusts 40 to 50 mph.
