...SMALL CRAFT ADVISORY FOR HAZARDOUS SEAS REMAINS IN EFFECT
UNTIL 6 AM PST MONDAY...

* WINDS...West to Northwest 15 to 25 knots with gusts to 30 knots.
  Winds ease a little through the evening and then increase to 20
  to 25 knots with gusts to 30 knots late tonight and continue
  through Sunday.

* SEAS...Around 16 feet, subsiding tonight to the lower teens.
  Seas build to the mid teens Sunday. Seas likely to remain above
  13 feet through Monday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Small Craft Advisory for wind means that wind speeds of 21 to
33 knots are expected. Inexperienced mariners, especially those
operating smaller vessels should avoid navigating in these
conditions.

A Small Craft Advisory for hazardous seas means that waves are
expected to be hazardous to small craft. Mariners should avoid
shoaling areas. Long period swell can sharpen into large breaking
waves in shoaling areas. It is not unusual for waves to break
much farther from shoaling areas than is normally experienced.
Remember, breaking waves can easily capsize even larger vessels.

...WATERSPOUTS POSSIBLE OVER THE COASTAL WATERS THROUGH EARLY
EVENING...

AT 0940 PST A WATERSPOUT WAS OBSERVED JUST OFFSHORE BETWEEN
ASTORIA AND SEASIDE. A COLD AND UNSTABLE AIR MASS ALOFT OVER THE
WATERS WILL RESULT IN THE POTENTIAL FOR ADDITIONAL WATERSPOUTS
THROUGH EARLY THIS EVENING. GUSTY AND ERRATIC WIND CAN ALSO BE
EXPECTED NEAR HEAVIER SHOWERS.

WATERSPOUTS CAN EASILY OVERTURN BOATS AND CREATE LOCALLY HAZARDOUS
SEAS. IF VESSELS ENCOUNTER A WATERSPOUT...THEY COULD BE DAMAGED
FROM BRIEF HIGHER WIND AND ABRUPT HIGHER WAVES.

MARINERS ARE ENCOURAGED TO MAINTAIN AWARENESS OF SURROUNDING
CONDITIONS AND RELAY REPORTS OF WATERSPOUTS TO THE UNITED STATES
COAST GUARD. ALSO...CONTINUE TO MONITOR NOAA WEATHER RADIO SHOULD
ADDITIONAL STATEMENTS BE ISSUED REGARDING THIS THREAT.
